تتخذ الإجراءات اللازمة لنقل الاعتمادات الواردة بالموازنة العامة للدولة والخاصة بالمرافق التى نقل الاختصاص بشأنها بمقتضى هذا القانون إلى وحدات الحكم المحلى، إلى موازنات هذه الوحدات اعتبارا من السنة المالية 1980، ومع مراعاة أحكام المادة 142 من القانون المرافق.
