تشكل بقرار من المحافظ لجنة أو أكثر فى كل قسم ومركز ومدينة برئاسة أحد أعضاء الهيئات القضائية من درجة قاض أو وكيل نيابة أو ما يعادلها وعضوية ممثل لمديرية الأمن، وممثل للمحافظة المختصة.
وتتولى هذه اللجان فحص طلبات الترشيح لعضوية المجالس الشعبية المحلية واعداد كشوف المرشحين.
