يتولى كل حى من أحياء المدينة فى نطاقه تحصيل الموارد المنصوص عليها فى المادة (51) لحساب المدينة وذلك فيما عدا الموارد التى يقرر المجلس الشعبى المحلى للمدينة تحصيلها مباشرة بواسطة أجهزة المدينة الأخرى أو بواسطة الأجهزة الحكومية المختصة.
ويقوم المجلس الشعبى المحلى للمدينة بتقرير الاعتمادات التى تغطى مصروفات كل حى.
