يشكل فى كل مدينة مجلس شعبى محلى يمثل فيه كل قسم إدارى بأربعة عشر عضوا، ويكون تمثيل المدينة ذات القسم الواحد بأربعة وعشرين عضوا".

يشكل بكل مدينة مجلس شعبى محلى على أساس تمثيل كل قسم ادارى بثمانية أعضاء أحدهم على الأقل من النساء، ويكون عدد الأعضاء فى المدينة ذات القسم الواحد ستة عشر عضوا اثنان منهم على الأقل من النساء.
