يكون لكل مركز رئيس هو رئيس المدينة عاصمة المركز. وتكون له سلطات وكيل الوزارة ورئيس المصلحة فى المسائل المالية والادارية بالنسبة لأجهزة وموازنة المركز على النحو الذى تبينه اللائحة التنفيذية.
ويجوز بقرار من المحافظ تعيين نائب لرئيس المركز، ولرئيس المركز تفويضه فى بعض اختصاصاته.
ويحل نائب رئيس المركز محل رئيس المركز فى حالة غيابه، وفى حالة غيابهما يحل مأمور المركز محل رئيس المركز، ويباشر من يحل محل رئيس المركز جميع اختصاصاته.
ويقسم رئيس المركز قبل مباشرته لأعماله اليمين المبين بالمادة (25) أمام المجلس المحلى الشعبى للمركز.
