لا يجوز حل المجالس الشعبية المحلية بإجراء شامل ، كما لا يجوز أن
يحل المجلس الشعبى المحلى مرتين لسبب واحد .
ولا يجوز حل المجلس الشعبى المحلى إلا بسبب الإخلال الجسيم بواجباته أو المخالفة
الجسيمة للقانون .
