لا يجوز لوحدات الحكم المحلى ابرام أى قرض أو الارتباط بأى مشروع غير وارد فى الخطة أو الموازنة اذا كان يترتب عليه اتفاق مبالغ فى فترة مقبلة الا بعد موافقة مجلس الشعب وذلك مع مراعاة أحكام المادة (15).
