لا يجوز للمجلس الشعبى المحلى قبول التبرعات المقيدة بشرط يخرج
تنفيذه عن سلطة المجلس أو أن يبرر تخصيصها إلا بموافقة المحافظ ، ويجب موافقة رئيس
مجلس الوزراء على قبول التبرعات والمساعدات التى تقدمها هيئات أو أشخاص أجنبية .
