تبين اللائحة التنفيذية القواعد الخاصة بتحديد أسس واجراءات حساب جميع الرسوم ذات الطابع المحلى وطريقة التظلم منها واجراءات تخفيضها.
ويجوز أن تتضمن هذه اللائحة عدة نظم لأسس واجراءات حساب جميع هذه الرسوم ولكل مجلس من المجالس الشعبية المحلية أن يختار منها النظام الذى يلائم ظروف الوحدة المحلية.
