وحدات الحكم المحلى هى المحافظات والمراكز والمدن والأحياء والقرى، ويكون لكل منها الشخصية الاعتبارية، ويتم إنشاء هذه الوحدات وتحديد نطاقها وإلغاؤها على النحو التالى:
( أ ) المحافظات: بقرار من رئيس الجمهورية ويجوز أن يكون نطاق المحافظة مدينة واحدة.
(ب) باقى الوحدات بقرار من المحافظ بعد موافقة كل من المجلس الشعبى المحلى للمحافظة المختصة ومجلس المحافظين.
ويجوز أن يشمل نطاق الوحدة المحلية للقرية مجموعة من القرى والمتجاورة.. ويكون للمحافظة ذات المدينة الواحدة الموارد والاختصاصات المقررة للمحافظة والمدينة.
