تلتزم ناقلات الزيت الأجنبية التي ترتاد الموانئ المصرية بتنفيذ كافة متطلبات
القاعدة رقم ١٣ من الملحق رقم ( ١ ) من الاتفاقية وتعديلاتها.
وتستثنى ناقلات الزيت التى تستخدم في رحلات محدودة من هذه المتطلبات طبقا
للقاعدة رقم ١٣ ج من الاتفاقية وتعديلاتها وكذلك ناقلات الزيت العابرة قناة السويس
والتي لا تضطر إلى إلقاء أى مياه صابورة ملوثة.
