لا يكون انعقاد الجمعية العمومية للنقابة صحيحا إلا بحضور نصف عدد الأعضاء على الأقل ، فإذا لم يتوفر هذا العدد تأجل الاجتماع إلى جلسة أخرى تعقد خلال مدة أقلها ساعتان وأقصاها خمسة عشر يوما من تاريخ الاجتماع الأول .
ويكون انعقادها في هذه الحالة صحيحا بحضور نسبة لا تقل عن عشرة في المائة من عدد الأعضاء .
