يجوز لرئيس الاتحاد أن يشكل لجنة من خمسة من مستشارى مجلس الدولة أو إحدى الهيئات القضائية الأخرى لفحص أوراق الترشيح والتأكد من مطابقتها للقانون وذلك بعد أخذ موافقة المجالس العليا لهذه الهيئات.
