يجوز فرض الحراسة على أموال الشخص كلها أو بعضها لدرء خطره على المجتمع ، إذا قامت دلائل جدية على أنه أتى أفعالا من شأنها الإضرار بأمن البلاد من الخارج أو الداخل أو بالمصالح الاقتصادية للمجتمع الاشتراكى أو بالمكاسب الاشتراكية للفلاحين والعمال أو إفساد الحياة السياسية فى البلاد أو تعريض الوحدة الوطنية للخطر .
