لا يسرى منح الحافز على الضرائب التى يلتزم الممول بأدائها مع الإقرار, ولا على المبالغ التى تؤدى بنظام الخصم والإضافة أو التحصيل تحت حساب الضريبة, ولا على الضرائب التى تورد بنظام الحجز عند المنبع أو التى يلتزم المكلف بتحصيلها وتوريدها.
