تتخذ السلطة المختصة في حدود إمكانيات الدولة المتاحة وبالتنسيق
مع الجهات المعنية التدابير والإجراءات اللازمة لمجابهة الحيوانات الضالة أو المتروكة
التي تشكل خطرا على الإنسان أو الحيوان، وذلك بمراعاة معايير وتوصيات المنظمة
العالمية للصحة الحيوانية وغيرها من المنظمات الدولية المتخصصة .
