يمنح جميع العاملين بالدولة علاوة خاصة شهرية بنسبة 20% من الأجر الأساسى لكل منهم فى 30/ 6/ 1992 أو فى تاريخ التعيين بالنسبة لمن يعين بعد هذا التاريخ، ولا تعتبر هذه العلاوة جزءا من الأجر الأساسى للعامل، ولا تخضع لأية ضرائب أو رسوم.
ويصدر وزير المالية القرارات اللازمة لتنفيذ أحكام هذه العلاوة الخاصة.
