يعين وزير الاقتصاد والتجارة الخارجية لأول مرة أعضاء لجنة إدارة الاتحاد مع مراعاة التمثيل المنصوص عليه فى القانون المرافق، وتكون مدة هذه اللجنة ثلاث سنوات، وتتخذ الإجراءات اللازمة لتشكيل اللجنة بعد ذلك طبقا لأحكام ذلك القانون قبل انتهاء مدة اللجنة الأولى بشهرين على الأقل.
