يعين وزير الاقتصاد والتجارة الخارجية مندوبا أو أكثر لدى الاتحاد لمراقبة تنفيذ القوانين واللوائح ويجب أن يدعى مندوب الحكومة لحضور اجتماعات الجمعية العمومية وجلسات لجنة الإدارة" وله مناقشة جميع الموضوعات التى تعرض فى هذه الاجتماعات وإبداء الملاحظات بشأنها، ولا يكون له صوت معدود.
