تضع لجنة الإدارة مشروع اللائحة الداخلية للاتحاد، وتقوم بعرضها على الوزير المختص من خلال مندوب الحكومة النظر فى إصدارها.
وتصدر لجنة الإدارة لائحة تنظيم شئون العاملين فى الاتحاد وأحكام تعيينهم ومرتباتهم وعلاواتهم وترقياتهم وغير ذلك من المزايا المادية والعينية وجزاءاتهم، وتعرض هذه اللائحة على الجمعية العمومية فى أول إجتماع لها للنظر فى إقرارها.
