تشكل لجنة الإدارة على الوجه الآتى:
1 - عدد لا يقل عن ستة ولا يزيد على إثنى عشر عضوا يتم انتخابهم بطريق الاقتراع السرى المباشر من بين أعضاء الجمعية العمومية العادية، على أن يكون من بينهم 25% (خمس وعشرون فى المائة) على الأقل من الأشخاص الاعتبارية لأعضاء فى الاتحاد.
2 - رئيس إدارة الفتوى المختصة بمجلس الدولة.
3 - عضوان يختارهما الوزير المختص من بين المهتمين بتجارة القطن.
