لجنة الإدارة هى السلطة العليا لإدارة الاتحاد وتصريفه شئونه، ولها اتخاذ جميع القرارات والإجراءات اللازمة لحسن قيامه بمهامه وفقا للخطة التى تقررها الجمعية العمومية وإصدار التعليمات التنفيذية المنظمة لسير أجهزة الاتحاد وضبط شئونه الفنية والمالية والإدارية بما لا يتعارض مع الاختصاصات المقررة قانونا لجهات أخرى.
