استثناء من أحكام هذا القانون يستمر العمل بنظام توريد الأقطان لمراكز التجميع لمن يرغب من المنتجين بأسعار الحد الأدنى لتسليم الأقطان بالداخل لفترة إنتقالية يحددها وزير الزراعة بالاتفاق مع الوزير المختص.
