استثناء من أحكام هذا القانون يعين الوزير المختص لأول مرة جميع أعضاء اللجنة العامة وفقا للتشكيل المنصوص عليه فى هذا القانون وتكون مدة هذه اللجنة سنة واحدة.
وتتولى اللجنة العامة سائر الاختصاصات المقررة للجمعية العمومية ولجميع اللجان ولها فى سبيل ذلك أن تقوم بتشكيل لجان مؤقتة من بين أعضائها إلى أن يتم تشكيل هذه اللجان طبقا لأحكام هذا القانون قبل انقضاء مدة السنة.
