يكون التظلم من قرار مجلس التأديب الابتدائى بطلب يقدم إلى رئيس اللجنة العامة خلال ثلاثين يوما من تاريخ علم المتظلم بالقرار أو إعلانه به حسب الأحوال.
وتتبع أمام مجلس التأديب الاستئنافى ذات الإجراءات المنصوص عليها فى شأن مجلس التأديب الابتدائى.
وللمتظلم أن يستعين بمحام أو بعضو آخر للدفاع عنه.
وتصدر قرارات المجلس بالأغلبية المطلقة لعدد الأصوات، وعند تساوى الآراء يرجح الجانب الذى منه الرئيس.
