يلتزم المستوردون والمصدرون والمخلصون الجمركيون وشركات الملاحة والنقل ومكاتب وشركات الأشخاص الطبيعية والاعتبارية ، وغيرهم ممن لهم صلة بالعمليات الجمركية بالاحتفاظ بالأوراق والسجلات والدفاتر والوثائق والمستندات المتعلقة بهذه العمليات لمدة خمس سنوات تبدأ من تاريخ الإفراج ، وبالنسبة للسجلات من تاريخ التأشير عليها بانتهائها أو قفلها ، وعلى كل حائز لبضائع أجنبية بقصد الاتجار الاحتفاظ بالمستند الدال على مصدرها .
