يجوز للوزارات والمصالح الحكومية والهيئات العامة ووحدات الإدارة المحلية وغيرها من الأشخاص الاعتبارية العامة وشركات القطاع العام وقطاع الأعمال العام وغيرها من الشركات والسفارات والقنصليات اتخاذ إجراءات التخليص الجمركي على بضائعها بواسطة العاملين فيها ، وذلك بناء على تفويض كتابي منها بعد اجتيازهم الدورات التدريبية التي تعدها المصلحة .
