لا تجوز مزاولة أعمال التخليص الجمركي على البضائع الخاصة بالغير إلا بعد الحصول على ترخيص بذلك من المصلحة ، وتكون مدة الترخيص سنتين قابلة للتجديد ، وينتهي العمل بالترخيص إذا لم يتم تجديده قبل نهاية مدته ، وتحدد اللائحة التنفيذية لهذا القانون الضوابط والشروط والنماذج والقواعد الخاصة بتطبيق ذلك .
ويجوز للمصلحة إصدار تصاريح لمعاوني المخلص الجمركي طبقا للفئات وبالشروط والضوابط التي تحددها اللائحة التنفيذية لهذا القانون .
