يجب عرض البضائع الواردة بطريق البر أو السكك الحديدية على أقرب دائرة أو نقطة جمركية من الحدود ، وعلى أصحابها أو مرافقيها أن يلزموا الطريق أو المسلك المؤدى مباشرة إلى هذه الدائرة أو النقطة المشار إليها .
وتحدد اللائحة التنفيذية لهذا القانون الحالات والشروط التى يجوز فيها شحن أو تفريغ أو نقل البضائع بوسائل النقل البرى أو السكك الحديدية .
