يعمل في شأن نظام التأمين الصحي الشامل بأحكام القانون المرافق ، وتسري أحكامه إلزاميا على جميع المواطنين المقيمين داخل جمهورية مصر العربية ، واختياريا على المصريين العاملين بالخارج وكذلك المقيمين مع أسرهم بالخارج .
وتسري قواعد التأمين الصحي والرعاية الطبية المقررة بالقوات المسلحة على أفرادها بالخدمة أو بالمعاش وأسرهم المقرر علاجهم على نفقتها .
