التأمين الصحي الشامل نظام إلزامي ، يقوم على التكافل الاجتماعي ، وتغطى مظلته جميع المواطنين بجمهورية مصر العربية ، وتكون الأسرة هي وحدة التغطية التأمينية الرئيسة داخل النظام ، وتتحمل الدولة أعباءه عن غير القادرين طبقا لضوابط الإعفاء التي يصدر بتحديدها قرار من رئيس مجلس الوزراء ، ويقوم هذا النظام على أساس فصل التمويل عن تقديم الخدمة ، ولا يجوز للهيئة تقديم خدمات علاجية أو الاشتراك في تقديمها .
