لمالك الأرض بعقد مسجل الحق فى الحصول على ترخيص البحث أو الاستغلال عن
الخامات الخاضعة لأحكام هذا القانون فى أرضه متى طلب ذلك بشرط توافر الكفاءة الفنية
والملاءة المالية ، ويعفى المالك من الإيجار المقرر إذا قام بالبحث وفى حالة الاستغلال بنفسه
على أن يؤدى قيمة الإتاوة كاملة ، وذلك وفقا للضوابط التى تحددها اللائحة التنفيذية .
