يجوز منح ترخيص مشغل تسهيلات تخزين الغاز لكيان قانونى واحد أو أكثر طبقا للاشتراطات التى تحددها متطلبات الترخيص .
ويلتزم مالك ومشغل تسهيلات تخزين الغاز بالسماح لغيرهما باستخدام المنظومة دون تمييز حال إتاحتها للاستخدام ، مقابل تعريفة استخدام يقرها الجهاز طبقا للقواعد التى يعتمدها فى هذا الشأن ، بما يكفل توفير الغاز للمستهلكين ، وذلك طبقا لمتطلبات التراخيص وكود استخدام تسهيلات تخزين الغاز المعتمد من الجهاز ، والذى يتضمن حقوق والتزامات مشغل تسهيلات تخزين الغاز .
