يلتزم مالك ومشغل منظومة توزيع الغاز فى حدود الإمكانيات الفنية للمنظومة بالسماح لغيرهما باستخدام المنظومة لإمداد مستهلكى الغاز باحتياجاتهم ، مقابل تعريفة يقرها الجهاز طبقا للقواعد التى يعتمدها فى هذا الشأن .
