تتحمل الخزانة العامة الضريبة المستحقة على المكلف بأدائها وفقا لأحكام هذا القانون ،
وذلك إذا طرأت تغيرات اجتماعية على المكلف أو ورثته من شأنها عدم القدرة على الوفاء
بدفع الضريبة .
وتحدد اللائحة التنفيذية الإجراءات اللازمة لتطبيق الفقرة السابقة .
