المكلف بأداء الضريبة هو مالك العقار المبنى أو من له عليه حق عينى بالانتفاع أو بالاستغلال ،
سواء كان شخصا طبيعيا أو اعتباريا ، ويكون الممثل القانونى للشخص الاعتبارى
أو للشخص الطبيعى غير كامل الأهلية مكلفا بأداء الضريبة نيابة عن من يمثله .
