للحكومة أن تعهد إلى البنك المركزى بأن ينوب عنها فى إصدار الأوراق والأدوات المالية بجميع أنواعها وإدارتها وتحديد آجالها ، ويقدم البنك المركزى للحكومة المشورة فى شأنها .
ويحظر عليه التعامل على أدوات الدين الحكومية الصادرة بالعملة المحلية فى السوق الأولية .
