يعمل البنك المركزى مستشارا للحكومة ووكيلا ماليا عنها ، ولها أن تفوضه فى تمثيلها أمام الجهات الدولية والإقليمية .
ويقوم البنك المركزى بمزاولة العمليات المصرفية العائدة للحكومة والأشخاص الاعتبارية العامة ، وكذا التمويل الداخلى والخارجى مع البنوك ومشغلى نظم الدفع والجهات التى يساهم فيها ، وذلك كله طبقا للشروط والضوابط التى يضعها مجلس الإدارة ، ويمتنع عليه مزاولة هذه العمليات لغيرها .
