يلتزم مشغلو نظم الدفع بالسماح للبنوك ومقدمي خدمات الدفع بالمشاركة في نظم الدفع التي يديرونها على أساس موضوعي دون تمييز بشرط ألا يترتب على ذلك التأثير سلبا على الاستقرار المالي والتشغيلي للنظام .
كما تلتزم البنوك بالسماح لمشغلي نظم الدفع ومقدمي خدمات الدفع بفتح حساب مصرفي يمكنها من ممارسة أعمالها بفاعلية طبقا لذات الضوابط المنصوص عليها في الفقرة الأولى من هذه المادة .
