على إدارة التعاقدات أن تعد مذكرة أو أكثر للعرض على السلطة المختصة للموافقة
على البدء فى اتخاذ إجراءات الطرح والتعاقد وغيرها من الإجراءات ، ويجب أن تتضمن
هذه المذكرة على وجه الخصوص بيان محل الطرح وطريقة التعاقد ومدة سريان العطاءات ،
وغير ذلك من البيانات التى تحددها اللائحة التنفيذية لهذا القانون .
