يتم التوزيع في خلال الخمس السنوات الزراعية التالية لتاريخ العمل بهذا القانون على الأكثر وفقا لبرنامج تضعه اللجنة العليا وراعى في هذا البرنامج أن توزع في كل سنة الأراضي المستولى عليها وأن يحصل في نهاية الموسم الزراعي .
