يلتزم المستورد بأن يستخدم فى تشغيل التكنولوجيا عاملين على قدر من الدراية
الفنية وأن يستعين كلما لزم الأمر بخبراء فنيين ، على أن يكون اختيار هؤلاء العاملين
أو الخبراء من المصريين المقيمين فى مصر أو فى الخارج كلما كان ذلك متاحا .
