١ - يدعو قاضى التفليسة الدائنين إثر قيام حالة الاتحاد للمداولة فى شئون
التفليسة والنظر فى إبقاء أمين التفليسة أو تغييره . ويسمى فى هذه المرحلة أمين
الاتحاد وللدائنين أصحاب التأمينات العينية المقررة على أموال المفلس الاشتراك فى
هذه المداولات والتصويت دون أن يترتب على ذلك سقوط تأميناتهم .
٢ - إذا قررت أغلبية الدائنين الحاضرين تغيير أمين التفليسة وجب على قاضى
التفليسة تعيين غيره فورا .
٣ - على أمين التفليسة السابق أن يقدم إلى أمين الاتحاد فى الميعاد الذى يعينه
قاضى التفليسة وبحضوره حسابا عن إدارته ويخطر المدين بميعاد تقديم الحساب .
