فى غير المواد الجنائية لا يجوز التقرير بالطعن أمام محكمة النقض والمحكمة الادارية العليا والمحكمة الدستورية العليا ، الا للمحامين المقيدين بجدول المحامين أمام محكمة النقض والا حكم بعدم قبول الطعن . كما لا يجوز لغيرهم الحضور عن الخصوم والمرافعة أمام هذه المحاكم .
