يتلقى مجلس النقابة العامة من النقابات الفرعية فى بداية كل عام وفى موعد لا يجاوز شهر فبراير مقترحاتها بشأن موازنتها التقديرية لسنة مقبلة كما يتلقى منها بيانا بحساباتها الختامية عن السنة المنتهية .
