يهدف الجهاز إلى تنظيم ورعاية وحماية حقوق الملكية الفكرية في البلاد،
بما يتفق مع التزامات مصر الدولية ذات الصلة وما ورد بها من مرونات، والعمل
على توظيف نظام الملكية الفكرية بصورة توازن بين حماية تلك الحقوق وبين تحقيق
التنمية الاقتصادية والاجتماعية والثقافية والتكنولوجية المستدامة وبناء اقتصاد المعرفة.
