تصدر اللوائح الداخلية المتعلقة بالشئون الإدارية والتجارية والفنية والمالية
وغير ذلك من اللوائح التنظيمية العامة ، وكذلك اللوائح المتعلقة بنظام العاملين بالهيئة
وتنظيم شئونهم الوظيفية بقرار من رئيس مجلس الوزراء ، دون التقيد بالقوانين واللوائح
المطبقة في الجهاز الإداري للدولة خلال ستة أشهر من تاريخ العمل بهذا القانون .
