للهيئة في سبيل تحقيق أغراضها تأسيس شركات مساهمة بمفردها أو مع شركاء آخرين
أو المشاركة في شركات قائمة .
كما يكون لها أن تعهد إلى الشركات أو جهات الخبرة المتخصصة بإقامة أو تنفيذ
المشروعات التابعة لها ، وذلك على النحو الذي تنظمه اللائحة التنفيذية لهذا القانون
ودون التقيد بالنظم والقواعد الحكومية .
