يكون للاتحاد مجلس إدارة مكون من رئيس واثنى عشر عضوا ، لمدة أربع سنوات قابلة للتجديد لمرة واحدة متصلة .
ويحدد النظام الأساسي للاتحاد اختصاصات مجلس إدارة الاتحاد ورئيسه وقواعد ونظام عملهما ، كما يحدد قواعد وإجراءات وضوابط وشروط انتخاب مجلس الإدارة .
ولا يجوز حل مجلس إدارة الاتحاد إلا بناء على حكم قضائي .
