يقوم الرئيس التنفيذى للجهاز بالتنسيق مع الجهات والشركات المشار إليها فى الفقرة الأخيرة من المادة (٤٠) من هذا القانون بتحديد العدد اللازم من العاملين الأصليين والاحتياطيين لتمثيلها فى وحدات الخدمات ، وتحدد اللائحة التنفيذية لهذا القانون ضوابط وشروط اختيار هؤلاء العاملين وطريقة إلحاقهم بالوحدات .
